Reforms or window dressing?

It can't be a coincidence that the labor ministers of the countries who are parties to CAFTA decided to release a report this week highlighting reforms they are making in protecting labor rights, just as the US Congress prepares for a very close ratification vote for the treaty.

The five nations prepared a lengthy report with the assistance of the Inter-American Development Bank. The report portrays each country as making progress in protecting the rights of workers. The report contains the following table with its view of the history of labor protections since the civil war in El Salvador:
